They are generally found in emerging economies, according to an <a href=\"http:\/\/www.imf.org\/external\/np\/pp\/eng\/2013\/012813.pdf\"><b>IMF report<\/b><\/a> released Wednesday.\u00a0<\/p>\n<p>And \u201cpost-tax\u201d subsidies \u2014 the sum of pre-tax and tax incentives \u2014 hit $1.9 trillion.
